IMO cargo is still possible to Shanghai! But only Imo classes 3, 8, 9. Imo classes 2, 4, 5 and 6 are prohibited presently.
Vessel’s voyage number and consignee’s tel/fax no. must be mentioned in the B/L.
 All transhipment/oncarriage cargo must be customs cleared by consignee at Shanghai.
MSDS and dangerous goods declaration is needed in advance.

China

  • Fumigation required.
  • Dangerous goods for transshipments via Shanghai only upon request.
  • All transshipments destinations tel/fax number of consignee must be mentioned in the B/L.
  • All transshipment destinations are applicable to heavy lift and overlength charges.
  • Actual cargo markings must match with the cargo markings on the B/L.
  • Implementation of Chinese Advanced Manifest System (filing):
  • Chinese customs regulation of early presentation of the manifest is now applied. Chinese Customs has made it mandatory for carriers to present their complete cargo manifests 24 hours before arrival of the vessel in the port of loading. For this reason our shipping instruction (manifest) to the carrier is required 72 hours before arrival of the vessel in the port of loading. Chinese Customs informed the carriers that timely presentation of the instructions will be strictly controlled – meaning no instructions /no load. In order to comply to these regulations, please make sure to send us your shipping instructions no later than mentioned on our booking confirmation, otherwise we have no other alternative than to transfer your shipment to the next sailing. Please make sure that all B/L data received from you is correct and complete.
    Any amendment of these, after submitting the datas to the shipping line, will cause charges for you. For this particular case Chinese Customs Authorities do not consider Hong Kong and Macau as Chinese ports.
  • For all ports alcohol only on request.
  • Please note that with immediate effect the following information must be shown on B/l:
    Shipper: VAT number, contact person, phone number
    Cnee: USCI (Unified Social Credit Identifier) or OC (Organization Code), contact person, phone number, mail address
    In case we don’t get these information this may cause severe customs problems.
  • Please note that in case cnee will not pick up goods at final destination cargo has to be returned to origin. Our agent is no longer able to arrange disposal of goods due to new customs regulations.
    All charges will be on shippers account.

Due to the new Sea Cargo Manifest and Transhipment Regulation 2019 of the Central Board of Indirect Taxes and Customs for all vessels arriving Indian ports from 1st Aug’19 onwards it is mandatory that the 6-digit H.S.Code with clear cargo description is mentioned on the B/L!

– Fumigation is required
– Alll HBL must mention the I.E.C. Code (Import Export Code) of the Indian consignee.
– All HBL must mention the GST identification No. (GSTIN) of importer.
– All HBL must mention Consignees official E-Mail id.
– Personal Effects possible to selected direct ports and if, will incur extra charges.
– For all oncarriages/DAP deliveries: all cargo must be customs cleared by consignee at port of entry first.

  • Fumigation required as per ISPM15:
    – Any solid wood packaging must bear valid IPPC stamps.
    – IPPC stamps must be placed well visible on the wood and may not be covered by e.g. foil.
    – Weathered, incomplete or badly visible stamps will not be accepted by the US authorities.
    – Any solid wooden elements which are loose or only fixed with e.g. straps must bear IPPC stamps.
    – Wood elements that are not glued, screwed or nailed are considered as loose.
    – If wood packaging consists of solid wood packing and plywood, the IPPC stamp must be necessarily placed on the solid wood elements.
    – Untreated or incorrectly marked wood packaging: Will be sent back to origin and can be subject to fines.
    (NEW November 2017)
    – Additionally please note that it generally makes sense to mark solid wood packaging with more than one IPPC stamp.
  • Express B/L is possible.
  • Freight collect is possible (exception:personal effects).
  • Dangerous cargoes can be accepted after carriers final approval (DGD must 24-hr emergency phone number).
  • ”Antiques” are not accepted into the USA.
  • Seeds and herbs are restricted to all US-Destinations which are served crossborder via Canada (e.g. to & via USCHI, USDET, USCLE, USMES). Alternative routing via USNYC is possible on request, commodity is subject to FDA registration no.
  • All food products are subject to approval, the FDA No. (Food and Drug Administration No) must be provided prior to delivery/cut off date and mentioned at the B/L.
  • Packaging: Pallets can’t be manifested. B/L must show number and kind of packages which are loaded on the Pallets.
  • Customs Tariff No/HS Code is required in the B/L.
  • The complete postal addresses are required from both origin shipper and the final consignee for AMS/ACI purposes (PO Box or c/o addresses are not allowed).
  • IPI: Unit weight > 2.000 kos need to be required before loading of the goods at origin.
  • ISF 10+2 filing (Importer Security Filing) is mandatory for all shipments imported into the USA by vessel and must be filed by importers 28 hours prior loading at port of origin.
  • Missing ISF filings for shipments can cause hight penalties as well as holds of the entire container.

  • DDP & DAP SHIPMENTS/DATA REQUIREMENTS: All POA’s attached to ISF Submissions must include the importer’s phone number and email address. Shipper must mention additional Data’s at the B/L Instructions. (NEW 04/2019)
  • After AMS/ACI has been filed, B/L or Manifest amendments are possible within certain limits and are subject to additional fees.
  • IMO 1,2.3,7 are strictly prohibited.
  • IMO 6.1 is partly allowed to following CFS stations: NYC, BAL, MIA, HOU, LAX (no on-carriage/no IPI possible) – please check acceptance upfront
  • Personal effects:
    – requires sufficient packaging like crates or lift vans.
    – legible, detailed packing list in English containing consignee’s adress and copy of consignee’s passport.
    – personal effects may not be shipped in containers which are transshipped via Canada. Please ask for alternative routing.
    – complete postal addresses are required from both origin shipper and final consignee.
    – address of moving companies are NOT ALLOWED for AMS filing.
    – must be prepaid up to FOT (prepaid up to door just upon request).
    – Customs Exam for Personal effect could be mandated by US Customs & Border Protection. All charges are payable by the consignee.
  • ERAP – Emergency Response Assistance Plan
    Transport Canada Part 7 of the Transportation of Dangerous Goods Act 1992, requires that before a person offers for transport or imports certain dangerous goods, the person must have an approved Emergency Response Assistance Plan (ERAP). Valid for Sea Transports TO and VIA Canada to the US. Transport Canada require ERAP for the following IMDG Classes:
    (a) Class 3, Flammable Liquids, with a subsidiary class of Class 6.1, Toxic Substances;
    (b) Class 4, Flammable Solids, Substances Liable to Spontaneous Combustion, Substances That on Contact with Water Emit Flammable Gases (Water-reactive substances);
    (c) Class 5.2, Organic Peroxides, that are Type B or Type C; and
    (d) Class 6.1, Toxic Substances, that are included in Packing Group I.
  • The exporter or the importer of the DG Goods need to apply for ERAP to:

  • B/L instructions required 1 day before cargo closing. Instruction must include complete adr of shipper, cnee and notify incl phone/fax/email address and contact person
  • If cnee field is “To Order” the whole notify address has to mentions in the HBL.
  • Exact details of consignee required on the HBL (pls note that the TAX ID Number is required for shipper, cnee and notify party). Gross weight and volume of goods required as well as a detailed cargo description incl HS code (avoiding general descriptions that do not allow proper identification, such as: general cargo, dry cargo, chemicals, machinery etc)
  • Dangerous cargo can be accepted after carrier’s final approval (DGD must be declared by class, division and UN Number as well as 24-hr emergency phone number).
  • MSDS needed for all dangerous cargo and must be submitted upon booking. Dangerous goods for any inland destination on request only –HBL must show inland freight cfs-cfs
  • Manifest correction can only be done prior to carrier’s manifest closing, any corrections after this deadline are subject to the following fees:
    – After filing until 25 hrs prior to vessel arrival at destination port: EUR 85
    – Less than 25 hrs prior to vessel arrival at destination port: EUR 350
    – Pls note that corrections after manifest closing may cause customs penalties up to USD 6.000 ls
